NYC 311 has a wide range of valuable tools. For example, the website can be used to report a broken parking meter. If you find a broken parking meter when you insert your money, the first thing to do is file a report. The second thing to do is to take photographs of the muni meter screen displaying its status as broken.
Here’s the procedure if you wish to park for free at the broken muni meter. However, I don’t think it’s worth the time, trouble, and NYC parking ticket.
