#1B in unpaid parking fines is making the Evil Empire irate
Unpaid parking fines NYC. Firstly, Council member Gale Brewer asked the Independent Budget Office to calculate the amount of money owed to New York City in unpaid fines, including unpaid parking fines.
Next, the IBO replied:
“At your request, IBO has calculated the amount in unpaid fines and charges owed to the city. IBO examined three primary sources of delinquent accounts: (1) parking and camera-generated violations, (2) lienable property charges, and (3) penalties adjudicated by the Office of Administrative Trials and Hearings (OATH) incurred over the past six calendar years, from 2017 through 2022.”
Finally, the answer:
“We estimate that the total unpaid amount from these three sources since 2017 is more than $2.1 billion. This includes more than $1 billion in parking and camera-generated fines, more than $150 million in lienable property charges, and about $940 million in penalties adjudicated by OATH.”

Commentary
The runaway amount of unpaid parking fines is shocking. Especially since the Evil Empire has so many collection-type resources at its disposal to pursue scofflaws. And the unpaid fines are needed to operate NYC.
Moreover, the outstanding revenue directly impacts drivers, as follows;
- Fewer judges
- The PVB is processing parking ticket hearings at a much slower pace
- There are more ridiculously outrageous guilty decisions from the understaffed rogue judges
For example, a warrior issued an unjust parking ticket to a medical doctor for violating 4-08(j)(5)_no match plate/registration sticker. Yet, a custom MD plate was affixed to the car that matched the plate number on the registration sticker attached to the windshield. That is to say, this violation cannot apply, and it should have been dismissed.
But, sadly, the rogue judge entered a guilty decision stating that a standard passenger plate was attached to the car and not the MD plate. However, as the warrior and judge should have known, a doctor must pay for a standard plate before they are permitted to pay for an MD plate.
What makes matters worse is that a NY registration sticker displays both the standard plate number and the MD plate number. Therefore, regardless of whether the standard or MD plate was attached, it would match one or the other plate numbers displayed on the registration sticker.
Therefore, this violation cannot be sustained as a matter of law.
C’mon, man!

Two of the most frustrating parking tickets are for an expired registration or inspection. However, arguing that the “registration was in the mail” doesn’t work in Parking Ticket Land.
But don’t give up hope. Your $65 is not lost. That is to say, there are winning defenses to these costly violations, and Larry will guide you through them in this free download.
